Bay Area woman whose rampage after boyfriend killed man denied parole
A Santa Rosa woman whose drug-fueled pursuit of her boyfriend led to the death of an innocent bystander has been denied parole for a second time.
Jesse Garcia of Santa Rosa was killed on Hall Road in July 2012 after Heather Anne Howell crashed into his car.
